This is the most recent and least-developed historical attraction in Tallinn. Originally decreed by tsar Nicholas I in 1820 as a fortress to protect the city from the sea-born attacks, it was turned into a notorious KGB prison in 1920. The prison ceased operations only in 2004. Entry €2, guided tour
